I like nearly all of Apple’s $99 Jam Pack add-on sound libraries for GarageBand (Voices doesn’t do a lot for me), but I also like free. And when I think free and GarageBand I think SoundFonts, E-mu Systems’ sampled sound file format—a software instrument format supported by GarageBand.

Here’s how to obtain and install SoundFonts:

1. Google “soundfont” to find one of the many sites that offer free SoundFonts—HammerSound is a good place to start.

2. Once you’ve downloaded a few SoundFonts, place them in this directory: /Library/Audio/Sounds/Banks.

3. In GarageBand create a new Software Instrument track, click the Details triangle, and from the Instrument Generator pop-up menu choose DLSMusicDevice and click the Edit button next to it.

4. In the window that appears, choose your SoundFont from the Sound Bank pop-up menu to play that sound.

Note that not all SoundFonts are compatible with the Mac OS. I’ve also found that GarageBand is happier if the SoundFont extension is spelled .sf2 rather than .SF2.

Also note that SoundFont files are often compressed in the RAR format. You can expand them using a tool such as the donation-ware UnRarX.

I take no position on the uploading as I’m not a good authority to take such a position. That being said let’s assume somebody does upload them. The installers on them are kinda twirky at best...some install to /Libray/Application Support/GarageBand and others install to /Library/Audio/Apple Loops

I won’t even get started on my thoughts about indexing the loops that these installers place. I had to maintain this collection in labs back in the day and at the time, we couldn’t afford Logic Pro. I gave up and repackaged the installers and the various indexes myself to be predictable.

That being said when we got Logic Pro, I used the installers from it and they were consistent. I’ve never looked back at those old discs. If someone uploads them great, but consider copyrights and the royalty free status that come with these installers as part of properly licensed software. In this case you are not just worried about the software media licensing but the royalty licensing that comes with it. Every single one of those Jam Packs are still available as part of a modern day properly licensed Logic Pro install.
